Handicap Parking Fraud Increasing, States Report

Many states are now noticing the fraud that is prevalent in handicap parking, and are cracking down to give people larger fines and make it harder to fake handicap parking placards.
As we previously reported, South Carolina put a low into effect earlier this year which required the disabled person to have a photo on their placard. Other states that have had new laws go into effect in 2010 are North Carolina, and California.
A new website has also been set up by a Californian woman that had a terrible time parking with her handicapped grandfather. Handicapped Fraud.org has users send in tips that she then sends to the officials at the particular state’s department of motor vehicles.
The founder of the handicapped fraud website, Maureen Birdsall, recommends that when someone sees a driver abusing the system, they shouldn’t confront them, though. Some people who use handicapped parking have invisible disabilities, and it would be very upsetting for them to feel as though their illness or disability was not valid.
Some of the changes in handicap parking across the United States are:
- Connecticut: Republican Governor Judi Rell initiated a media campaign, new technology to make it easier to make sure someone has a valid handicap parking placard, and window stickers instead of the placards that hang on rear view mirrors.
- California: January 1st, a law went into effect that gives cities the control over whether they increase penalties for handicap parking violations. These fines can be up to $1,000. Also, parking officers can issue them now, where before violations could only be issued by law enforcement. After the bill went into effect, the city of San Francisco raised it’s fine to $750 from $100.
- North Carolina: Handicap parking placards will now have expiration dates that are in a very large font. This way they can been seen over fifteen feet away.

DISABILITY PARKING
I realize, that a lot of disabled people are un-aware of what the aisle stripped access next to the disabled parking space is for. I was not either until I purchased a van with a ramp, on its side to drive my scooter down..
Handicapped parking spaces must be marked with a sign and penalty tag and be at least eight feet wide.
Also, at least one handicapped parking space in each parking lot, must be van-accessible with an 8 foot wide space and adjacent stripped access aisle at least 8 feet wide. The space and access aisle must be painted in color. That is a great law if people didn’t park on it.
The stripped access aisle which is about 8 ft. wide adjacent to the disabled parking space, should not be parked on, or close. I drive a van using a scooter, I need the stripped access aisle to let the ramp down from the side of my van, get on to my scooter and drive down the ramp.(a sign in my van windows does state this)
If you are parked on these lines, I can not get out, if you park after I did get out, I can not get my scooter in the van so I can drive home.
In the past three weeks once at WALMARTS and once at SHOPRITE, I had to ask a passer by to get in my van back it up so i can let the ramp down.
Please pass this on to everyone, disabled or not. The public has to be aware as more and more disabled people getting more freedom with motorized scooters and wheel chairs. THANK YOU

I have called the Police, But they don’t show up or are to busy with other calls. By then the vehicle has left. I have seen people use the Placards of there family members while going shopping and the handicap person was even there. What else can we do. ???

There ought to more police officers checking out Disabled Parking; and the people/person is not disabled.
I have a Wounded in Combat L.p. for Tennessee, and would you believe seversl ladies beat me to the D.P spot, and walked out of their car into the restrurant smiling.
I am going to personally confrount the next wiseguts/girls,(tactfully), and ask how are you injured, or if you are injured??!!!

In my opinion, if someone is parked in a clearly marked handicapped spot without the plate or sticker in the window as stated by law then that person not only should they be sent to jail and their drivers license revoked they should be made as a stipulation to getting their vehicle and license back they should be made to live the life of someone who is disabled and see what we as disabled people go through and deal with on a DAILY basis. I’m a paraplegic and double amputee and I use a wheelchair to get around

I have seen alot of people talking about wheelchair parking,with a disabled parking plackard,and very seldom do i see anyone receiveing a ticket for this offence, I know i have complained severa time to different police dept.”s to na avail
It would be nice to at lease see the police do something here in ohio. I do understand that they can”t stop all offender”s that take advantage of the parking, and it”s almost inposable to get all offerender”s,but,i”
have seen one police officer catch one offerender caught,andfined 500.00,i read it in the paper the next day!
I think our local government,state government,should look into who”s giveing out these disabled plackerd”s,and i know there are some doctors who pass them out like candy,if the price is right!
I know my spelling isen”t the greatest because,i really get angrany when i talk about this issue,so please excuse me if i mis spelled some word”s.
Myself and My Wife are both disabled,She has bone cancer,this is the second time,and i”m a disabled veteran,i really believe if they cracked down about giveing plackard”s out to everyone! I guess i had better stop before i get to spelling everything wrong.

Just today, i was at wal-mart where my back is to get money orders for our bill”s,drove around their lot only to find that most of the disabled parking spaces were filld!
From what i saw today,after i pulled to an empty parkling spot,i sat and watched several people get into car”s that either dispaied a plackard,oor disabled plate”s,that were either very young,or walked very normally,as if it was no big thing!
I think alot of young people use their disabled parent”s car because they can find parking in disabled person”s places.
I know that it”s next to inposable to catch them,but one young man,was rideing his shopping card,that caught my eye,and went to a disabled lot,and emptied his items into the van,& they waited for his wife or girlfriend to come out and go to the same van.
He had the radio turned up so high, then they pulled out and almost hit a woman crossing the road with her cart.
I feel so helpless to do anything but call the cop”s & turn in the plate number to police officer”s hopeing the owner doesen”t get into troble,as i”m sure they need their automobile for transportation!
What”s a disabled persone to do? Is there no way to stop this unlawfull use of disabled plates,or plackard?
Please,someone giveme a way to catch these people,and see that they are punished for the fraud they commit on lawfull person”s that depend on these parking places,and missuse of parking plackard”s,and disabled plates,and i”m guessing that most of the time,the owner”s don”t know that their car”s are being used in this way!!! again,i”m rambling on and please excuss me for anyone that may be hurt for these car”s and van”s for disabled person”s that are used without their knowledg,Tom Shannon

I think handicapped parking spots are awesome. I use them all the time with my dad’s pass. I’m so sure the police are very interested in making sure nobody parks in the wrong spot when people are getting shot and raped and robbed constantly. How about they work on that first, and once we’re all a little safer, they take a quick look at handicapped parking spots. If you have a motorized scooter why do you need to park at the front anyway? Some of us don’t have the luxury of a scooter and have to actually walk to the store

I resent people assuming that somebody with a handicapped license plate or placard who walks around seemingly normally must be faking it. I am still young and have arthritis in both knees. On some days, I can walk normally without pain, but the more steps I take, the more payback pain I get at night. Thus it is essential for me to walk as little as possible. I can also walk pretty normally while I am in very bad pain, simply because I get hip problems from being unbalanced while limping. Should I have to apologize that I am not in a wheelchair? It’s sad that the thought that somebody must be faking it comes not only from healthy people but also from visibly handicapped people.

a neighbor of mine was handi-capped and had handi-cap plates on her car. she died 2 years ago and the son that now lives in her house, has the car and pays the bills and is able to somehow get new registration tags for the car keeping the handi-cap plates. he abuses the parking privilages.
how is a person able to keep the handi-cap plates and current registration?

I resent people that are issued and use these handicap placards with little aches and pains. I have a broken leg, nerve damage and possible foot amputation in the future. I may never be able to walk again without crutches. I know what it is like to have pain during the evening time due to working out or walking (on my crutches). If God will allow me to ever walk again without crutches, I will park far away and thank him for every step I am able to take. The pain is just part of life. Do you know what a # 10 pain is? If someone was to put electrode clamps on your toes and send an electrical shock up through your body to make you jump all of the time. Or a titanium rod through your leg or a reattached foot that doesn’t work. These are legitimate pains?

I was born with LGMD and am so tired of the fraud. Was able to walk up until 13 years ago to watch some of these healthy people use HCP is a shame. Even some of the older people get the sticker from a dr, and walk around a store with no problem. All some of these people need to do is loose 150 – 200 lbs. Walking from the parking lot would help get much needed expersise. Dr. should also be made responsible for issuing the permits.
